The United States will use this guideline as a bit of a catch-all. Allegations of Guideline E violations are common when an individual exhibits poor judgement and a lack of trustworthiness. Most commonly, this guideline is alleged to have been violated any time an individual intentionally omits information from an application or an investigator. This can be a difficult guideline to mitigate because it involves an intentional act to deceive the adjudicator.
